If the apartment is not ready to move into when the lease begins, tenant may cancel this lease any time before the apartment is ready and receive a full refund of money paid to the landlord, including the security deposit...unless the lease states otherwise. Beware of leases which do not allow the tenant to cancel.

   Problems should always be brought first to the landlord in a timely manner.If the landlord cannot remedy a problem, the tenant may be entitled to a rent reduction. A tenant should always consult an attorney before withholding rent.
